Jackson TN, Feb. 21, 2012 - On Tuesday the Madison County Commission held their regular monthly meeting.
The agenda took commissioners nearly four hours to go through with the only break being a recess to go into an Attorney / Client meeting.
In summary, items discussed included;
A recommendation by the Financial Management committee that the Madison County Commission adopt the Property Tax Freeze Program. The commission voted to send the recommendation to the Implementation Committee for a recommendation and possible action by the body.
In November 2006, Tennessee voters approved an amendment to Article II, Section 28 of the Tennessee Constitution giving the General Assembly the authority by general law to authorize counties and/or municipalities to implement a local option property tax freeze for taxpayers 65 years of age or older. In its 2007 session, the 105th General Assembly enacted the Property Tax Freeze Act which establishes the tax freeze and authorizes the legislative body of any county and/or municipality to adopt the property tax freeze program. The Act became effective on July 1, 2007.

Denmark/West Madison County residents are unhappy about having a landfill in their neighborhood and want the decision to allow the license appealed and reversed. This is the feeling a majority of county commissioners share with the residents.
Commissioners went into Attorney / Client meeting. When they reconvened Commissioner Gary Tippett made a motion that that the legislative body instruct their attorney to ask the State of Tennessee Department of Environment and Conservation to reconsider, move, or stay a decision that overturned the denial of a Class IV license to Bill McMillen, owner of A1 Waste. Mr McMillen is seeking to operate a landfill. The facility is located in Madison County, off of Betty Manley Road approximately six miles southwest of Jackson.
On February 7, 2012 the state Solid Waste Disposal Control Board McMillen's appeal for a solid waste permit. McMillen appealed the decision of the Regional Committee which had previously denied his permit.
A1 Waste is approved to accept Class III and IV solid waste, including farming, landscaping, land clearing, demolition and construction debris.
Action on a zoning resolution and a public hearing were postponed until the March meeting. At that time the County Commission will consider a Resolution to rezone property located at 3016 Bells Highway from FAR (Forestry-Agri-Recreation) District to B-3 (Highway Business) District an area of 7.7 acres.
Budget and Line Item transfers were approved by the CLB as recommended during the Financial Management committee report by committee chairman Dale Morton, This action is a usual part of the monthly meeting
The commissioners heard a request for a capital funds contribution of $20,000 dollars from a non-profit called Hands Up Pre-K. The business hopes to serve challenged Pre-K children. Kim Kersey spoke on behalf of the business and said the group will need about $325,000 dollars to renovate a building they received as a donation. The business has already received a $5,000. dollar commitment from the city of Jackson.
Commissioners refered the request to the non-profit committee for review and a possible recommendation.
