Jackson Police Officer Indicted and Surrenders, Suspended Without Pay

In late October, the Jackson Police Department Professional Standards & Integrity Unit became aware of alleged misconduct of a patrol officer. The investigation was based on an allegation of missing currency possessed by an occupant of a vehicle stopped by officers for a traffic violation. Because the allegation involved criminal conduct, the Professional Standards & Integrity Unit notified the JPD Criminal Investigation Division.

The investigation has determined that shortly after 3 a.m. on Oct. 21, Officer Robbie Weems assisted other officers on a traffic stop on the parking lot of Old Hickory Mall, 2021 North Highland Avenue. The driver was pulled over for driving with no head lights. Marvin Morales, of Bolivar, was a passenger. Officer Weems conducted a pat down of Morales, 20, and removed $200 from his pocket. The driver was issued a citation for driving while unlicensed. No further action was taken against the driver or Morales.

Jackson Police Chief Gill Kendrick said, "

Allegations of this nature impact not only an agency and a profession, but also a community and a nation where ever they occur. We must in these times embrace the transparency to address the harshness of the issue at hand. Having done so by trusting in the adjudication process of our system of law, we will move forward in being accountable and trusted."

On Wednesday, the case was presented to the Madison County grand jury. An indictment was returned charging Weems, 51, with theft and official misconduct.

He surrendered at the JPD Criminal Investigation Division Annex this morning and was booked at the Madison County Jail. He was released on $10,000 bond.

He is scheduled to be formally arraigned in Madison County Circuit Court, Division III on Monday, Feb. 4.

Weems has been suspended without pay pending the outcome of the internal investigation and Circuit Court disposition. Weems has been a Jackson Police Officer since June 1993. He is assigned to the Patrol Division.
