The Jackson Madison County Bi-Racial Committee met on Thursday evening. There was not a quorum so no official action could be taken. The purpose of the meeting was to discuss information requested by the JMC school board about how appointments are made and the expiration of terms. This committee comes from an 8 year old agreement which define how members are appointed, there term length, etc. Still some members felt further exploration was necessary. The NAACP and the JMC School Board each have three appointments to the group. The County Commission, City Council, and Chamber of Commerce each have one appointment. Members serve three year terms. At the end of each term the appointing body can in some cases reappoint the same person or must make a new appointment as in the case of the County Commission.
The JMC School board has gone since January without a replacement for Mr. Raymond Chandler, who resigned, and now must also fill the seat held by William McCreary until June 30th when his term ended. The policy is for the Director of Schools to bring a recommendation to the board for approval. Research I was able to do did not reveal an instance of that recommendation not being approved – until this time. Dr Zambito brought the name of Chester Sharp to the board for approval but the board instead opted to delay a vote until they could hear from chair of the Bi-Racial Committee about when terms expire and if a member can serve more than two terms. William McCreary is the most recent outgoing board appointment and was also chair.
At tonight’s meeting clarity if it was needed was given by board members who definitively said terms end June 30th. By Rule Patsy Turner is the interim chair. She will address the JMC School board at the next work session. The Bi-Racial Committee can not make a recommendation to any of the appointing bodies regarding a nomination.
The Bi-Racial Committee only met 4 times in the 2008-09 year and failed to submit a finished report to school board.
Stephen Brooks made a recommendation that a letter be drafted and sent ask appointing bodies to make their appointments.

By Rule Patsy Turner is the interim chair. She will address the JMC School board at the next work session.
Since the last board meeting Mr Chester Sharp has asked that his name be withdrawn from consideration.
